Luthor's scheme with Lexor City and forcing Superman and Captain Marvel into a Let's You and Him Fight situation was a masterful display and the Question notes that if Luthor becomes President, Superman and the League could follow their Justice Lord counterparts into becoming Knight Templars: Goad them into acting belligerently only to expose them to the world as acting irrationally, making them doubt their convictions and dividing them within.
